新型農村合作醫療基金管理問(wèn)題的優(yōu)秀研究論文

　　摘 要

　　新型農村合作醫療基金是新農合制度穩定持續發(fā)展的基礎，也是其穩定運行的前提。隨著(zhù)新農合的全面推進(jìn)，基金規模越來(lái)越大，新農合基金管理好壞對新農合基金是否能最大程度的應用、新農合制度是否能與時(shí)俱進(jìn)、新農合是否能持續的發(fā)展起到至關(guān)重要的作用。在新農合基金管理實(shí)踐中，雖積攢了許多經(jīng)驗，但隨著(zhù)經(jīng)濟的飛快發(fā)展、農民生活水平的提高，新農合基金管理面臨諸多問(wèn)題。為進(jìn)一步改善新農合制度，解決新農合當前存在的問(wèn)題，對當前工作中出現的新農合基金管理問(wèn)題研究顯得尤為必要。

　　本文以 Y 市為研究對象，以問(wèn)卷調查、訪(fǎng)談和文獻調閱等方法對其新農合基金管理現狀和問(wèn)題進(jìn)行調查和研究，并提出相應對策。

　　首先，通過(guò)對 Y 市新農合實(shí)施情況的研究，發(fā)現新農合基金管理中存在很多不足：

　　其一，相關(guān)基金風(fēng)險防范管理制度不夠全面，基金面臨種種風(fēng)險；在基金保值增值方面過(guò)于保守，雖然基金的籌集數額顯著(zhù)增加，但基金管理過(guò)于保守，主要以存儲為主，缺少更有效的增值方式和手段。

　　論文建議從三個(gè)方面提高新農合醫療基金管理水平的對策。首先，在基金籌集方面，提高基金籌集水平，通過(guò)大力宣傳，提高群眾參合意識；提供更多更優(yōu)惠的惠民政策，提高參合率。其次，加強基金監管工作，強化審查力度，合理利用基金、明確職責，化解和防范金融等各種風(fēng)險，同時(shí)，要制定完善的管控風(fēng)險的法律法規和相關(guān)制度。最后，加強信息化建設、通過(guò)軟硬件的提升強化信息管理。

　　ABSTRACT

　　The new rural cooperative m edical system （hereinafter referred to as the new ruralcooperative medical system） is organized, guided and supported by the government, and thefarmers are willing to p articipate, and the individual, collective and government financing,and the system of medical assistance, which is th e most serious disease, is a serious disease.

　　The purpose of the new rural cooperative medical care system is to reduce the pressure on thehigh medical expenses caused by the farmers in the face of major diseases, and to change thefarmers' health awareness, improve the living standards of farmers, and make the quality oflife of the farmers more secure. The new type of rural cooperative medical fund is the basis ofthe stable and sustainable development of the new rural cooperative medical system, and thestable operation of the new rural cooperative medical care system . With the new ruralcooperative medical system, the scale of the f und is growing, we realize that the new ruralcooperative fund management is the best of th e new rural cooperative f und, whether it cankeep pace with the tim es and whether th e new rural cooperative m edical system can besustained. During the development of the new rural cooperative medical system, the new ruralcooperative medical system has accumulated a lot of experience, but along with the rapiddevelopment of economy and the improvement of living standards, the new rural cooperativemedical system will face m ore problems. In order to further im prove the ne w ruralcooperative medical system and solve the probl ems existing in the new rural cooperativemedical system, it is necessary to study the problems of the new rural cooperative fundmanagement. This paper takes Y city as the research object, and analyzes the problems in themanagement of the new rural cooperative fund by questionnaire and interview.

　　The access of Y city, the new rural cooperativ e medical fund management personnel,random of 200 farm er questionnaires, and through access to information aboutimplementation of NCMS Y city now study, find the problems existing in the p resent newrural cooperative medical fund management, and put forward the corresponding solution, inorder to better and promote the developm ent of Y city, the new rural cooperative m edicalsystem, for the more participation of farmers to provide more quality services.
